Tove comes from the Old Norse Tófa — feminine of Tófi, itself a short form of names beginning with Thor (the Norse thunder god) and fríðr (beautiful). Meaning roughly "beautiful Thor" or "beautiful god."
Today Tove is enormously popular in Sweden, Denmark, and Norway.
